Having more trouble with new build. Shorted green and black wires on power supply with a paper clip and the fan spins for 1 second then stops. Does that mean its dead?

Attach a fan or another consumer and then try to start the power supply with the paper clip.

I think the power supply goes into protection mode and stops if there's no consumer attached.

I just read your other post.
Yes the motherboard and power supply are possibly dead.
BUT maybe you can try troubleshooting
I had the same problem and had to replace both components.

Try this out.

New PSU + old MB
and
old PSU + NEW MB

I had to get both new PSU and new MB in the end but go ahead and give it a try before you go out and spend $$$. I just used the warranty =]
