You could try speedfan, and set default speed to something low - most fans need at least 5V (approx 60%) to start reliably. Setting default speed to say 30% should keep them off most of the time. Experiment with the interval to find appropiate speed curve - easiest would be the full 70%, i.e. no fan below a certain temperature, and full speed above it.

Many motherboard allow you to set the fan speed at specific temperatures -- have you looked in the BIOS?

The Antec P193's TriCool fans cannot be controlled using the motherboard for automatic control based on temperature, because they plug directly into the power supply.

You would have to hard-wire the fans to a separate fan controller (or to 3 pin connectors for the motherboard) and control them by changing the voltage. This could prove tricky since these fans don't have RPM sensors for feedback.

Alternatively, you could under-volt and soft mount all the fans to reduce noise, or ultimately replace the all fans.
