It runs at 2.33 GHz, it's compared to a E6550 (same speed), and the review is in Chinese.
I don't know how they measured the power consumption (from the ATX plug maybe?), but here are the numbers:

New 45nmHigh-K Wolfdale, the transistors added 40% but the power consumption reduced 28% and the temperature also decreased. All of these proved that Intel45nm process application has been mature.
