Unlocking a core will up the power draw and possibly put it over the 45W TDP. An AMD 5050e is already pretty affordable and means you will be guaranteed a dual core at <45W

and unlocking can cause instability and can be done only with certain south bridges... Not really worth of it IMHO...

I am not advocating the purchase of this cpu, only pointing out its existence and how interesting it is.
A 5050e is not nearly the equal of this processor. The 5050e has a Hyper Transport of 2.0 and this new Sempron has a Hyper Transport of 3.6. It can be volted from .85 to 1.35 and has a multiplier of 13.5x. There is one instance of it being OCed stably to 3.7mHz. A number of southbridged 750 and 710 M/Bs from Biostar, Asrock, Gigabyte, DFI, and others should unlock it.
I just thought it sounded like quite the toy and wanted to mention it.

The 5050e may be better from a certain perspective, but it seems to be dead as a doornail (as mentioned above). I can no longer locate any vendors that stock it or any similar parts.

So, unless anyone knows differently, if you want a dual core at such a low power level, you'll need to resort to this kind of tomfoolery (or go Intel and pay far out the nose for it).

Just because it can doesn't always mean it will

In some cases when the unlocking is unstable, a minor voltage boost would correct that too

If all else fails, it's still a very cheap CPU, so whatever.
