I currently own mini-itx 4770k build that consumes on idle about 26W with Seasonic Platinum Fanless PSU. Currently I'm thinking about R 2700X build. Reviews around show about 50W idle power draw but almost all use 700+ W PSU (mine is 400W). Anyone have experience regarding idle power draw on R 2700X on more efficient/lower power PSU/small itx board?

I can't help you much as i never built with a 2700X nor equivalents, but i recently did a build on TR1950x (link on my signature) and my idle was 50W, my PSU isn't small though, but if 2700X is anything similar, the CPU don't downclock as low as intels, i saw 2133 as the minimum clocks on TR, so this would probably limit also how low it will get. My guess is you wont reach as low as 4770K on idle, but how low you can get will depend on a lot of things, PSU is one of them, the motherboard power delivery and overall consumption is another, what you have connected is another factor (hdds, usbs, etc).
If idle is so important to you, and you do want a 8 core, wait a month for the i9 9900K, i bet it will downclock to 800mhz as your 4770K (as all coffeelake), probably wont have a low idle as its more cores, but my guess is going to be close, probably with your same setup i would guess 30-35W idle.

No direct answer...but some comments:
When operating down in the sub-50W range, all the Gold and better PSUs tend to have power losses in roughly the same range..with maybe a 5W spread between the best and worst, no matter the PSU sizing.
Also, Ryzen setups require a discrete gfx card..which will add another 5-10W to the mobo reviews.
Finally, reviews tend to focus on the higher end mobos with more VRM stages for better overclocking and more on-board features/components..which adds to idle power use.

I also have an Intel 4770K and I'm looking to upgrade soon. My UPS reports a system idle power consumption of 40W (the resolution of this figure is very coarse). However, I also have a GTX1080, 650W PSU, and multiple SSDs and fans.

From these numbers, I doubt the 9900K will improve on the 2700X idle power consumption. There does seem to be a noticeable improvement for the 2950X vs 1950X though.
Some AMD motherboards allow for CPU voltage offset in the BIOS - this can reduce power consumption, sometimes significantly as some 2700X boards will aggressively ramp voltage with frequency.
Two other items I've noted: Windows (at least in some versions) will set the minimum processor state in the AMD Balanced Power plan to 90%. Here's how to reduce it: https://www.reddit.com/r/Amd/comments/6 ... _manually/
A caveat to the previous item: if an AMD core is well and truly idle then it will enter a sleep state that will not be obvious to Windows. See this comment: https://www.reddit.com/r/Amd/comments/6 ... y/dm6gfkv/

In the original TomsHardware review of the 1950X, the author noted the power consumption numbers reflected the memory speed set to 3200. This accounts for the 15w difference - the AnandTech review also shows this.
