Quiet and cheap power supply for my roommate?
Update:
After playing World Or Warcraft beta, my roommate has decided that an upgrade is in order, meaning, time to pick out some quiet parts for him . What's a power supply with perhaps more headroom than the one you recommended but still quiet at stock? ie, 400 watts

If after the PSU swap, the CPU HSF noise becomes more pronounced, consider the Speeze Falconrock for $15 at newegg.
I am building my brother a budget PC and I opted for the Falconrock, pretty quiet for the price. It's a bit big though, so it may or may not bump into capacitors around the CPU socket.
I originally used an Antec SL350S for the PSU, but I didn't realize the case's PSU support bracket blocks most of the vents, so I have been considering the Fortron monkiman mentioned.
For stock components on the cheap, with an emphasis on cheap. The Falconrock and Fortron are pretty good bang for the buck. It won't be as quiet as some of the more expensive or modded stuff you see at silentpcreview, but I think they would suffice. Afterall, it's not your PC so you wouldn't want to sink too much into it.
Or maybe, you can just make him put the PC in a different room? That would be the cheapest way probably.

I recently put that fortron in my net connection gateway/server, undervolted the cpu fan and now the only part left that I'm even the slightist bit unhappy with is the old Barracuda hdd. I do have it under a light load so I'm not sure how well the sound leve scales with load, but at this point I really feel it's one of the best deals I've gotten on a piece of hardware.

Little update (not really about PSUs so I'll keep it short):
Roommate upgraded. Fry's deal for CPU/mobo. I insisted he get a Zalman 7000 AlCu something something. Best of all... he got a new case! He decided he might as well get everything new and have a complete comp he can take home. He got a good deal on an Antec SLK3700BQE!!! It's soooo much quieter than what he had before. Maybe I'll add some sound dampening stuff later (I'd rather not do anything risky). But wow.
