I just received revision A3 from newegg.com and tried the green and black trick to start the PSU - It does'nt start - Does this mean that the PSU is dead on arrival??

No. Many PSUs require a minimum load on one or more rails to power up.

Ok how can i test weather the PSU is fine without connecting to the mobo?

Connect one or more fans to the PSU, I suppose that could work.

Really? I have no idea since I don't have a Seasonic. An old Enermax wouldn't power a mini-ITX board unless I attach a hard drive, and the Antec 380S wouldn't fire up even with 2 hard drives, an optical drive and 3 fans connected to it. Hopefully some others with a Seasonic can share their experience.
Antec (and probably others) has a dummy load for PSU testing purposes. It's not expensive, but it's definitely not something you need very often.
