am having some trouble gettgin this system

That's a frequent question on this forum so there are a lot of info regarding this matter around here, do some search and I'm sure you'll find some answers. You could also go to the manufacturers sites and check their electrical specifications for the components you are using, that's the best way to find the total power drawn by your specific system. For your CPU you can find info here, if you don't find any information regarding the rest of your system then maybe you can find some numbers in this PDF [page 7 & 8] to make a rough estimate.
Edit: And no, a 400W PSU is not required to run your processor.

Oh yeah, with one hand tied behind it's back!
Hello & Welcome:
No problem, what so ever! You could power it with a 200watt PS! Check out this thread and be prepared to be impressed: How much will a 300w power supply run?
What sort of problems are you having?
