Passive PSU cooling with a huge heatsink

Ok, so heres the deal, Ive got my seasonic super tornado 400 ( I know its out of date :) ) But I am mounting the transistors to the heatsink, which will be mounted on the exterior of the case, now, the transistors as well as the heatsinks they are attached to, have a 66VAC charge, according to my multimeter, and I dont want to get zapped if I touch my case.

So, Is it possible to electrically isolate the transistors? I heard mica shims are used for this because they still transfer heat but not electricity. Any thoughts?
