Hello, I was wondering what is the fan speed of the S12 range of PSUs.
PC Probe II is reporting 727, which seems pretty slow considering that I have not tried to slow it down or anything.

The typical idle speed of my Yate Loon-fanned S12-430 is indicated as 722 rpm, so yours sounds about right. The highest fan speed I've observed under sustained load i2 960 rpm.

my s12-430 is currently running at 790RPM
I'm running twin instances of BOINC, azureus and winamp,
room temp is 21C.
I have monitored the fan at ~700RPM when starting up.

My S12 430 is spinning at 815RPM. Yours is fine.
