Can picoPSU-120 work with 19V + 7.9A power brick? I checked the manual:
"Input Requirements: 12V regulated, min=2A, max=10A (load
dependent). Over-voltage shutdown will occur at ~13-13.5V. "
Is there any problem if I connect a 19V power brick to picoPSU-12?
How about if I connect to a 12V 18A or 12.5A power brick? As they said, max=10A. Will it cause any harmful effect to the picopsu?

The picoPSU doesn't make the 12v, that's what the brick is for. So, you have to use a 12 volt brick.
The max=10A only means that they don't want you to pull more than 10 ampère from it, because the picoPSU is not meant for it. The power brick can be specified at something much higher than 10A, as long as your system doesn't draw more than 120 watt you will be fine.
