The +3.3V rail is a bit tricky to measure since you can't simply use a molex. Google "atx pinout" and you will see which pins are +3.3V. Measure between one of those and ground. But I don't think this is the problem, but it could be worth checking just to rule it out.

So.. you measure it on the back of the motherboard? or how??
It spat it's dummy out with an old PCI wifi card (no boot).. is this indicitive of anything or do old PCI cards not work with newer boards?
