software to power down hdd's on demand?

Would be nice to not have to wait 3 minutes for windows to do it ( that's the shortest time allowed).

Unfortunately, there is no tool I am aware of. I've been searching for one 1-2 years ago, but none was really working.
Linux users have blktool which makes them completely happy :/
