Maybe if you have lots of airflow nearby, or are willing to duct it.

However, the Ultra-120 with its tightly spaced fins really is designed for active cooling. For a passive setup, the Ninja, which has widely spaced fins, performs better in low-air-flow environments.

In between these two is the HR-01, which comes with an easy-to-install duct.

Just having a fan near by won't help you much, you really need to duct it to the heatsink. Especially with the kind of temperatures I guess you're getting in Israel.
what did you do today? http://www.climatecrisis.net/takeaction/

If you want to go passive, go with the Ninja. The Ultra 120 would probably be ok in your setup, but the Ninja would perform better.
