I have a P4 478 in a sonata iii, i replaced the stock fan with a mini ninja due to the noise. Apparently now the ea 500 psu is the only thing making noise, is the psu supposed to be a tad bit noisy?

Well i am using the ninja without the fan as the fan is extremely noisy, but besides that it provides perfect cooling.

But i only bought this case and hsf so when i upgrade to a quad i can reuse it and then i will have to install the fan on the mini since i will be overclocking. So my ? is should i get the ninja rev b since it has the 120mm fan which will obviously be quiter.

I would get the Ninja purely because it is bigger and cools better.

I have a Mini Ninja, but only because my case wouldnt fit a normal Ninja in it.
