So as the title states I'll be putting in a i3 in a windows home server setup. There will be no overclocking, however I'm looking for something as close to inaudible as possible.
Do you think I can get away with only a heat sink, or do I need something with a fan to dissipate the heat.

Cooling my i3-530 with a Scythe Big Shuriken which I find to be sufficiently quiet. However, the only reason I chose it was because my case had pretty short vertical clearance.
I think something like the CoolerMaster Hyper 212 Plus with fan swap would be a very good, low-cost option. I think you can probably even run it without a fan. The fan on the stock HSF died on me and temps climbed to 85C after 15 minutes and seemed to stay there. I imagine a heatpipe cooler such as the Hyper 212 Plus would fare more admirably.

I'll likely get the Haf 922 so airflow within the case should not be an issue. There will be no videocard as I will be using onboard graphics and audio.
The main 2 producers of heat should be the hard drives and the cpu.
In my haf 932 I'm using the Thermalright ULTRA-120 with 2 Scythe Slip Stream for push and pull. They work great, but the F ing thing is huge. reminds me of a bowling trophy or something.

Oh wow, just saw the Cooler Master Hyper 212 Plus at Newegg and they jacked up the price to $45. It used to be $26~30. Unless the price drops, I wouldn't suggest it.
If you want a bit more smallish heatsink, how about the Noctua NH-U9B SE2 or CoolerMaster HyperTX3 (+fan swap)? There's also the Xigmatek HDT-S963 or SD964 but I'm not sure if they support LGA1156.
Assuming you want to populate the 5.25" drive bays with HDD cages, a tower cooler with front to back airflow is more ideal than a top down cooler.
