Performance-PCs carries the item you seek, but it's currently out of stock. Contact them to see if/when they're getting more. You will find that Hank Baron provides excellent service over there.

Or you could buy a Fanmate or something similar.. search around the forums and there are heaps of topics on fanspeed adjustment.

Well, he may be looking to get exactly 7volts, and the little 7volt splitter is far cheaper than a Fan Mate + multimeter (unless he has a multimeter, in which case the Fan Mate, while costing a little more, would be well worth it).
