Pissed off by getting a noisy fan in the ZM-F2 92mm fan (as compared to the 92mm in the CNPS7000A-Cu) I asked Zalman what the specs of the fan were:

The RC56 resistance connector makes ZM-F2 to run slowly as if its input voltage were about 6V.

Those things are loud and push a TON of air at 12V. At 7V it cools at least as well as my 92mm Nexus at 12V, but is actually a bit noisier.
Even though it has pretty quiet mechanics, it's really more of a high speed fan, so you'll always at least have higher turbulance and wind noise. Noise to CFM is probably one of the best out there and the low price makes it ideal for overclockers wanting to quiet the hairdrier down a bit, but it's just too fast for silent or very quiet computing.
I use that fan all the time for rigs I build because I like the reasonable noise level and very high CFM and very low price. Excellent fan, but,0 I agree, has no place in discussions for a near silent rig.
