Speedfan not changing my fans speed

I have a gateway 300 seriers, with a intel D815EFVU motherboard that has a 1.4 GHZ celeron with a small aluminum heatsink and an annoying 60 mm fan. Speedfan shows the cpu fan as 4388 RPM, so its getting on my nerves. It goes down to 0 RPM when i stop the fan, so im sure it is recieving the correct RPM. BTW the fan is 3 pin and is connected directly to the motherboard. When i try to change the RPM with the PWM controller, the fan doesnt respond, so im wondering if its a problem with my mobo, speedfan, or just is this not hardware supoorted? everything else seems to work fine, cpu temp, harddrive temp, ect.

Some mobo's can't change the speed at all and some can only turn it off at 0%. Your mobo isn't on the supported mobo list at the speedfan website.
