I'm talking about the ones that screw onto the framework of the fan, usually chrome plated and with several concentric rings. I've nicked my fingers for the last time..

When the fan is spinning slowly, not hardly at all. When spinning faster, definitely. There's some airflow restriction as well, but at low speed, it's negligible, as the flow is low to begin with, but again at higher speed, the restriction becomes more serious. In general, I don't use them.

Id say if any thing the opposite is true. At least
in my experience...
Every time I leave off the finger guard, I eventually stick my finger in it, resulting in a very LOUD yelp.

hehe. I've got one in teh top vent and the rear exhaust and then a xigmatek w/ the 120mm fan on it. 3 spinning 120's within about 5 inches of each other.

I don't use them either but if you have expensive fans and move the case around often then they could be seen as fan protectors just as much as finger guards. Unless there are nosy pets around one can cut away every other line or so of the protective rings.

What about those fan filters, there are like three different types: small wire, coils, and foam. How would that effect noise?

aluminium mesh filters adds significant amount of noise from my experience. foam ones seem ok as long as you're not using them with the crappy plastic frames they come in.
