I have an atx mobo with an amd athalon 64 x2 cpu with a thermaltake cpu fan which cost $9 and has a printed db of 18.
I was hoping to locate a quiet cpu cooling solution perhaps something passive. I found this and thought it would work well without the fan

I figured since the case fan sucks the air out from the cpu/ ram area a passive cpu fan would work. I could even upgrade the case fan to a scythe

It has terrible whine, no connectors for video cards, an efficiency below 80% and at a load greater than 250W you risk damaging components because of the ripple.
But hey, for only 40$, it's a good deal for the silence
About your CPU cooling solution: It has only 2 heatpipes, and room for 1 80mm fan. If you want passive cooling, it's best to distribute the heat over as much surface area as possible, so you're better off buying a cooler that has room for a 120mm fan, like the CM Hyper 212 plus.

i thought some of them were decent though just not the fanless version
but i found this http://www.tigerdirect.com/applications ... ku=T13-200 so pretty much any heatsink that has a 120mm fan would work fine? just remove the fan?
i have the ninja scythe 2 on my main pc without the fan and it works fine but i spent a bit more and its huge obviously wont fit in this case. since i was given these parts i was trying to keep the build cheap as possible but i guess $20 bucks for a silent cooler isnt bad.

I hope you're not planning to remove the fan from THAT psu, it will probably fry itself It's also old and inefficient, i doubt that it will be a good upgrade from your current PSU.
On your CPU heatsink: i just looked up the case, and it probably hasn't room for heatsinks with big fans (many of the SPCR-approved heatsinks wouldn't fit), except for low-profile ones like the Scythe Big Shuriken, which is 25€ where i live - not a great deal for the performance. But hey, if your motherboard has PWM/voltage fan control, it'll probably make it inaudible during idle.
