Low RPM quiet case fans for Fractal Design Core 500

Hi,
I have following build:
Case: Fractal Design Core 500
CPU: i5 6600K
Mobo: Asus Z170i Gaming
PSU: Corsair RM550x
CPU cooler: SilentiumPC Fera 2 HE1224
Rear, outtake fan: Fractal Design Silent R3 140mm
Upper, intake fan: AC F12 PWM (1x)
SSD
So far, no GPU (waiting for GTX 970 sucessor)
I want to achieve barely audible noise at low-moderate loads, which is not possible with actual case fan setup, especially that Fractal is a bit noisy even at ~190 RPM. I'm using Speedfan to control fan speed vs. CPU temperature.
Another issue is that both case fans has its minimal RPM bellow the "starting" RPM, for example R3 can run at 190 RPM, but cannot start at this value, it has to "slow down" from 500 RPM to it. This makes automatic regulation a bit problematic... Guess I need quiet case fans that would be able to start at their lowest RPM, any sugestions ? I was looking at Noctua NF-P14s redux-900 or Phanteks PH-F140HP for this purpose...
Regarding the CPU cooler and it's 120mm fan - i'm fine with that, can't hear it at 490 RPM (minimal), but I can swap it too, so it will be balanced with new case fans and maybe quieter at higher loads.
Last question, regarding upper intake fans - would you fit just one 140mm fan (above CPU cooler) or should I fit a fan in both slots ? Nice photos of the case can be found here http://www.silentpcreview.com/article1479-page3.html
