Was testing out 4 separate Corsair ML fans (2x 120mm, 2x 140mm) and they all make a whirring noise that is audible at low RPMs (anything under 1000RPM its pretty obvious in a quiet PC).

Very disappointed. These fans look good and perform well, but it's not worth having that noise subtly in the background. I'm surprised this wasn't caught during development.

Having just now (~30 minutes ago) red about these fans, are you sure you are running them on PWM (and not fake PWM) ?
EDIT: The point being, if you reduce the voltage <9V they will not work properly and will start to make extra sound, and wear down / break the fan quite soon (according to what I've red).
