I remember having 4412FGL, but not the F/2 GLL... 14 dBA obviously sounds like a lie, but then again has anyone tried these? I know the 4412FGLs were pretty quiet, but again, not THAT (14 dBA) quiet...

I recall hearing that the f/2 was just the same as the fgl but with a wire for fan control. Not 100% sure, though. Anyhow, I'd say they are ever so slightly louder than a nexus but move more air. The problem was the manufacturing variance which led to some having an annoying ticking sound.

/2 mean it has the RPM monitoring.

The 4412F/2GL is a "proper" Papst model, but I remember reading that the 2GLL and 2GLLL weren't official Papst models. I'm guessing they're made for OEMs.

.... I checked the Papst product numbers, but no mention of the 2GLL or 2GLLL.

They did have problems around the time they moved their production to Hungary. They outsourced parts which didn't turn out to be the best possible. But current ones should be quite OK.
